However, bureaucracy is a tool that can be abused like any other tool. It can be a hinderance to necessary change, an obstacle to people receiving the services that they need, and a means for the corrupt and greedy to serve their own ends. In many jobs (such as teaching), bureaucratic paperwork takes people's time away from accomplishing their actual job. The paperwork is supposed to provide a record that certain tasks have been completed, but often they get in the way of completing those tasks in the first place. This leads to meaningless paperwork and "busywork."
The amount of bureaucratic paperwork required for people to attain the benefits that they need often makes it so they never receive those benefits. Often, people have to become experts in paperwork, or hire experts in paperwork (which creates further levels of bureaucracy), to complete basic tasks such as buying or renting a home, dealing with insurance, or even paying taxes.
To me the greatest crime of bureaucracy run amok is that it wastes our most important resource: time.
